Friday, 8th January 1982, 1545-1620 hrs.

Meeting with the Commissioner of Police at Police Headquarters; H. E. the Governor was present. The Lord Privy Seal was briefed on the current size and shape of the Force, the history of the Fight Crime Campaign, the Force's response to countering crime; its efforts in community relations, its expansion problems, past and present corruption problems and plans for reorganisation. He showed particular interest in recruitment, both local and overseas, and the standards of education of recruits. The Governor propounded on the role and size of the Special Branch.

Saturday, 9th January 1982, 1200-1230 hrs.

(i)

POLMIL briefing at Man Kam To Police Station on Border and Immigration matters. H. E. the Governor was present throughout and the POLMIL group consisted of six Officers, three Military, led by Brigadier R. M. Llewellyn, Commander Gurkha Field Force, and three Police, led by Mr. M. C. Illingworth, Regional Commander New Territories.

(ii) The Military briefing was given by Lt. Col.

Pettigrew and covered military deployments to counter illegal immigration, the Border fence line and the fence protection system. were no questions.

(iii) Mr. Illingworth spoke for the Police and made brief mention of the following areas of Border activity.

Joint Police and Military responsibilities including command and control.

Administrative and physical control of the Border and the Frontier Closed Area,
