Thank you for your minute of 12 November about this contretemps which springs from excessive good intentions on the part of my department. It was a mistake to send a copy of the Home Office staff instructions to Hong Kong. The Home Office are moderately incensed - surprised is the word they used that their proposals for the treatment of appli- cations under section 4(5) were released in this way. There is no prospect of bringing them into line with Hong Kong wishes.

It is unfortunately too late to alter the present printing of DSP 43. But we shall be glad to discuss and to issue a suitable amendment to it in due course.
3. As agreed with Mr McQuade I have arranged that as the nationality issue is very sensitive in Hong Kong and can be reflected in their reaction on what might seem matters of detail all our correspondence with Hong Kong that has any bearing on the nationality question will be cleared in advance with HKGD.
