HONG KONG PASSPORTS: MP'S LETTER
1. I submit a draft reply to the letter from Mr Peter
Blaker, MP enclosing one from Mr Fong Yun Wah about the
British Nationality Act 1981 and the description of
national status of people from Hong Kong to be endorsed
in British passports in future. HK & GD concur.
2. The Home Office have noted Mr Fong's general comments
about immigration and nationality and they have copied
the correspondence to the Foreign and Commonwealth Office
to deal with his point about the description of national
status which is to appear in passports issued to British
Dependent Territories citizens. Now that this has been
decided, the reply to him is straightforward.
3. HK & GD's assessment of Mr Fong, which was copied to
you, is attached. As you see although a prominent
businessman and well-meaning philanthropist, he is not now
a figure of any great influence in Hong Kong and his views
on nationality do not represent anyone but himself.
