Mr Mathews explained that applicants for naturalisation

under the BNA in Hong Kong could only be charged for the services of the Immigration Department under a Hong Kong ordinance: hence the need for the British Nationality

(Act (Miscellaneous Provisions) (Amendment) Bill 1982.

Members were informed that the population as at

30 June was used as a reference figure, and provided

that the same reference figure was used year by year.

there would be relatively little statistical distortion.

The enumeration of the adult population from the age of

seven upwards was because that was the minimum age at

which a person could be prosecuted.
