The Government concluded that separate citizenships of the

Dependent Territories would not be practicable. Some dependencies

are very small and are not ready to have a separate status. have given separate citizenships to the larger dependencies and left the smaller ones with a composite citizenship would have

created an anomalous situation. Those left with a composite

citizenship would have felt they had a second class subordinate status. British Dependent Territories citizenships emphasise the British connection which is what the dependencies wanted.
