We still do not see the way ahead very clearly over the discretionary registrations under section 4(5) of the British Nationality Act. My teleletter SCR 39/2091/72 - of 6th September to Dick Clift refers. We will be in touch again with you on this, but could you let me know urgently whether the Home Office have accepted the amendments we have proposed?

Meanwhile we are concerned that the Home Office are dealing (not very efficiently) with individual applications. Hopefully the enclosed correspondence (sent by seamail) to Mr. T.I. Chui is an exception. The Home Office kindly asked the Director to pass the correspondence on. I think you will understand that typed correspondence of this sort, amended in manuscript, does not give the recipient a very good impression. Moreover it remains untrue now, let alone in June, to say that the Director is in a position to deal with any questions about the application. As you know instructions for handling applications have not been agreed.
Could you have a word with the appropriate department in the Home Office about the standard and content of replies to individual applications.
