1. I notice that your circular '0' 209/82 does not include any reference to HMG's continuing responsibilities for consular protection
abroad. These remain, of course, unchanged by the Act, as was made clear (particularly to Hong Kong) during its passage.
2.
Should not the point be made to foreign missions in London or alternatively our Embassies instructed to inform the local authorities accordingly?
