HONG KONG PASSPORTS
Mr Coles' letter of 21 October from No 10 to Mr Walters,
Home Office
1. On 21 October the Prime Minister argued in favour of
including the words 'British national' in passports issued
by the Governor of Hong Kong. Mr Whitelaw said that
this should not be a precedent for other dependent terri-
tories. The Prime Minister asked for further advice from
the Home Secretary and the Foreign and Commonwealth
Secretary. They were also to consider the wording of the
reference to 'British national' and whether the endorse-
ment referring to the Immigration Act on page 5 of the
Hong Kong passport should be moved forward to page 1.
She would like to see a specimen of the passport to be
issued to Hong Kong belongers.
