I spoke to the Governor of Hong Kong on the telephone today about Hong Kong Telnos 1236 and 1237. I explained the current position. I stressed that there could be no guarantee of the outcome but that we were doing our best. I said we would try hard to meet Hong Kong's target date of 11 November but could not guarantee that. I suggested that at EXCO on 2 November the Governor should confine himself to saying that Ministers were considering the question urgently and the Prime Minister was taking a personal interest. I also suggested that further pressure from Hong Kong on the lines that they would withhold action on their consequential legislation might be counterproductive.

The Governor expressed understanding on all points. He did however stress the strength of feeling on the subject. There is no doubt that we shall be in considerable trouble in Hong Kong if we do not come up with a favourable answer.
