A broad interpretation may allow us to consider these, if you so wished. If there are agreements between the UK Government and the Governments of Dependent Territories that their men should serve in UK forces, then the BDTCs provided as troops to fulfil these agreements could be said to be in service closely associated with the activities of their own government. It would be different, however, if

the BDTCS are serving 'freelance'

7. On HKTA and HKTDC, I think further consideration should be postponed until we have further information on what happens in practice with these bodies and until we have the views of HKD. On ECSC, I will consult Mr Kushford. On BDTCS in UK Forces, I would be grateful for an indication of your thoughts on the above before I take the matter further.
