Following my answers to your two recent written parliamentary questions (nos. 170W and 173W) about Hong Kong, you put some 'supplementaries'. I am writing to answer those.

In respect of the answer to question 170W about

those resident in Hong Kong able to claim admission and residence in the United Kingdom, you ask how, if the number of persons, other than patrials, who have right of admission or

re-admission is unknown, it is possible to

qualify the number as small, The people in question are part of the very large group of Hong Kong belongers ie natives of Hong Kong

(who will become British Dependent Territories

Citizens on 1 January next). In general, these

people do not have the right of abode in the

United Kingdom nor, if they have visited the

United Kingdom in the past, necessarily the right of re-admission. However, a small but,

since we have not kept statistics or other

records, nevertheless unknown) number of these

people have acquired the right of abode in, or

right to re-admission to, the United Kingdom because they have been able to qualify through visiting this country and remaining here

legally for the requisite period. The number of

such people in Hong Kong in relation to the overall number of Hong Kong belongers is, in our

view, small.
