1. Mr Donald has proposed the following improvement to the draft. Paragraph 7 line 8: delete 'to Hong Kong belongers' and substitute 'by the Governor of Hong Kong to British Dependent Territories Citizens whose present description is 'British Subject: Citizen of the United Kingdom and Colonies''

2. There seems no need to eliminate throughout the words

'Hong Kong belongers' (which occur in the letter from No 10). But it would be consistent to substitute 'British Dependent Territories Citizens' for 'Hong Kong belongers' in paragraph 1 line 7.

3. If there are no objections I shall make these amendments when we look at the draft again in the light of Mr Whitelaw's comments.
