MR ONSLOW'S VISIT TO THE FALKLAND ISLANDS: BRIEFING
1.
Thank you for clearing the speaking note for Mr Onslow's discussion with Mr Raison! A copy is attached.
2. At the briefing meeting this afternoon I shall as agreed make your points about the current extreme nervousness in Hong Kong, and the need to avoid adding worry about their present relationship with this country (in terms of national status) to their anxiety about their future relationship with China. I shall mention in particular your views on the importance of ensuring that the Prime Minister's public recog- nition of our moral obligation to the people of Hong Kong should be supported by our visible actions.
3. On the Home Office side, Mr Whitelaw will be holding an internal meeting to discuss Lord Bruce of Donington's amendment at 1700 on Thursday 30 September. Whatever sub- stantive conclusion he reaches he is likely to take the procedural line that a revision of policy in the FCO sense will require reopening the correspondence between Private Secretaries which began with the Home Office letter of 23 July to the Lord President's private office.
