The whole status of BDTC citizenshin will be undermined by
the Bill, and it will be argued that the Government (by
supporting it) has tacitly abandoned the concept of BDTC and
confirmed suspicions that it is a 'second class' citizenship.
It will be necessary to resist further concessions because
of their most serious immigration implications. The
Falklands concession will be criticised as being racially
a position which the 1981 Act studiously
discriminatory
avoids.
