: LORD BRUCE MR ONSLOW'S VISIT TO THE FALKLAND ISLANDS OF DONINGTON'S AMENDMENT TO THE NATIONALITY BILL

1. Mr Onslow has discussed with both Lord Belstead and Mr Raison at the Home Office, the line that he might take on this with the Falkland Islanders during his visit next week. He proposed that his line should have three principal ingredients:

that the distinction was more theoretical than real, given that it had been made clear that all Falkland Islanders would in practice be able to enter the UK;

that it was essentially a problem for Home Office Ministers, who were now considering how to react;

that it was his personal belief that Parliament would support the amendment, and that the Government would not seek to stand in its way.

Both Lord Belstead and Mr Raison expressed concern that the third element (above) could create difficulties in the Hong Kong context. After some discussion, therefore, Mr Onslow agreed that he would use only the first two elements of his proposed line, but that he would distribute to the Islanders recent parliamentary statements on their position under the new Act, and would undertake to convey to Home Office Ministers any views put to him by the Islanders on this as on other matters.
