(b) 'colonial belongers' means those who would
have a nationality status by virtue of a connexion with an existing dependency;
(c) 'non-belongers' means those who would have a
nationality status by virtue of a connexion with a former dependency.
Question (1) For the purpose of advising on this question we have made the following assumptions
(a) that the "international purposes" which are comprehended in this question do not include the possible duty of the UK to accept nationals into the metropolitan territory, which is the subject of Question 2. ̈
(b) that, under a revised British Nationality
Act, a status would be created to which UK belongers would be entitled and, alongside, there would be another status to which colonial belongers and non-belongers would be entitled.
(c) that the intentions stated in our instructions
(first FCO memorandum para 17) as to the UK's attitude towards colonial belongers and non- belongers possessing a status under the revised British Nationality Act would be carried into effect, to the extent that this is possible.
Our opinion is that, at the inception of such a revised nationality law persons having the latter status would be regarded as nationals of the UK for nationality purposes. The UK would also retain a title to assert rights in respect
