To follow up the question of nomenclature in British
Dependent Territories Citizens' passports, in the light of the
Prime Minister's recent visit to HongKong and the Secretary of
State's prospective meeting with the Prime Minister and the Home
Secretary to discuss the matter.

The background and argument to this issue is in Mr Brown's
submission of 9 September (summarised briefly in the attached
draft letter) following which the Secretary of State wrote to
Mr Whitelaw suggesting that a decision on the question should not
be taken until after the Prime Minister's visit to Hong Kong
cf127)in September. Mr Whitelaw agreed, while indicating that the Home
Office would see serious difficulties in the proposal.

of Hong Kong's Executive and Legislative Councils was entirely
occupied with discussion of her talks with the Chinese leaders
