1. As I think he mentioned to you this morning, the PUS is not yet convinced by the arguments put forward in Mr Clift's submission of 8 October 1982 for including the words ''British National' in the passports of Hong Kong belongers. The reasons are essentially those the PUS expressed at his meeting on 7 October: is there not a risk that, whatever those in Hong Kong may say now, granting this concession may be used against us later to support arguments for admitting Hong Kong belongers to Britain? The PUS has also asked if there is a Chinese angle: what would be the reaction from Peking to such a move?
The PUS would be glad to know how the question will be followed up. Will there now be a meeting to discuss it?
