1.
The Home Office tell us that Lord Bruce is not pursuing his Bill this session. They expect him to revive it on or after 3 November.
2. We can return to this problem and to the Home Office draft in the light of Mr Whitelaw's views and of the Parliamentary situation at the time of its revival.
