Falkland Islands (British Citizenship) (No 2) Bill, Lord Bruce

of Donnington

The Secretary of State has seen your minute of 31 August and has discussed it with his Ministerial colleagues in the Office. It was decided that we should allow Lord Bruce of Donnington's Bill to go through without objection since, whatever attitude the Government took, it was almost certain to get through anyway. In the Hong Kong context our efforts should therefore be devoted to explaining why there is no similarity between the case of the Falklands and that of Hong Kong and therefore why no precedent would be set by Lord Bruce's Bill.
