The Secretary of State has seen your submission of 9 September and Lord Belstead's comments on it. He does not think that this issue can be settled this week and believes that undue haste may be dangerous. Rather than write at length to Mr Whitelaw now, he would prefer to suggest to Mr Whitelaw that the Prime Minister be briefed to listen to what the people of Hong Kong have to say to her on this issue and undertake to consider it on her return.

I enclose a draft minute from the Secretary of State to Mr Whitelaw and would be grateful for your comments and those of others as soon as possible.
