'BRITISH NATIONALS' IN HONG KONG PASSPORTS
1. In connection with 'Points to Make' in PMVW (82) C2
(corrigendum) Mr Whitelaw suggests that the Prime Minister
might also indicate that we see serious difficulties in
the proposal. He hopes she will be aware of his views on
the possible immigration implications.
2.
In our view it will be important to ensure that what
the Prime Minister says neither sours the atmosphere in
Hong Kong nor leads to over-optimistic expectations that
they will get what they have asked for.
