2 When you come to follow this up we shall have to bear in mind that the interpretation of the Act does not lie entirely between FCO Legal Advisers and the Attorney-General in Hong Kong. As the Home Office is the lead department in nationality legislation their views will carry great weight.

3 We shall take this up with the Home Office as seems appropriate after Lord Belstead's discussion with the Governor. In the light of earlier experience I would recommend against any approach at Ministerial level before officials have carefully prepared the ground.
