Introduction:
The purpose of this memorandum is to seek Members' advice on a revision of fees for various services provided by Immigration Department related to naturalisation and registration as citizens of the United Kingdom and Colonies and associated matters.

Background

The fees for various services provided by the Immigration Department relating to naturalisation or registra- tion as a citizen of the United Kingdom and Colonies have been linked historically with the fees charged for such services. by HMG in the UK. Whenever UK fees were raised, Dependent Territories were asked to make provision locally to charge fees corresponding to the new UK fees. Hong Kong fees mirrored those of the UK until 9 March 1976, when local fees were increased substantially to reflect more closely the full cost of providing the service. These fees were last increased with effect from 21 November 1980.

HMG raised fees again on 1 April 1982 and has asked Dependent Territories to raise local fees correspondingly. The UK fee for naturalisation has been raised by 33 1/3%. (from 150 to 200), and the fee. for registration of a wife by 40%, (from £50 to £70). It is for consideration whether similar percentage increases should be applied to Hong Kong fees

The increases under consideration are unconnected with the British Nationality Act 1981 (BNA). However, with effect from the date of commencement of the BNA, which is
