I have no comments on either, but I should be glad to be consulted if, a result of pressure from Hong Kong, or any other dependency, there is any likelihood of the description of a BDTC being anything other than that set out in paragraph 2(a) of the draft submission.

Alan Cogbill will comment, if there is need to, on the proposed 'immigra- tion' endorsements.

British passports are issued and renewed in the Channel Islands by the respective Lieutenant-Governors. They will need to be advised about the new procedures in due course. I think I am right in saying that the Passport Office has a close liaison with the Islands and, if this is so, probably they are the best people to keep the Island authorities informed. If not, I should be grateful if you could let me have material to send them.
