The new

supposing that they are being sold down the river. clause which the Government have already tabled more than met the earlier demands from Hong Kong; it improved the position of people from the dependencies compared to what it is under the current law. Its addition to the Bill was not secured without opposition; and I would not like to predict the reaction of the House of Commons to a further new clause to satisfy Hong Kong. With the best will in the world I do not see how we could go further without serious consequences for the Bill both now and later.
