Although it was
fundamentally on the principle of equity that the Government
consistently opposed the granting of BC status to the
inhabitants of any of the colonies, it was always conscious
that if such concessions were made, Hong Kong would be likely
to insist on similar treatment. The final acceptance by
Hong Kong of a citizenship package which met some of the colony's
original objections may have created an easier climate for its
acceptance by the other colonies, but there is nothing on NTD
files to suggest that the passage of the Bill was expedited in
any way after Hong Kong had accepted its provisions.

6 It is relevant to consider the extent to which the citizen-
ship arrangements for the dependent territories influenced
the attitudes of both the Falkland Islanders and the Argentines
on the sovereignty dispute. On various occasions the Falkland
Islanders made their own pre-conditions for talks with
Argentina on sovereignty.
These included the right of abode in
the UK and the granting of full BC status for all their
