Dear Chiristophon.

I had a word with Wilfred Hyde following our meeting on Friday with the Attorney General of Hong Kong. He has asked me to write to you to say that he believes that in your submissions to FCO Ministers you should stress that the latest Hong Kong idea has serious implications for our practice in respect of British Overseas citizens. If the words 'British national' appear on Hong Kong passports, it is not easy to see on what grounds we could resist their infertion into British Overseas citizens' passports. Needless to say, the appearance of the words may be held in some circumstances to go far beyond the provision of consular assistance and protection, an argument which militates against the use of the term in any passports,except those of British citizens
