1. I attach an incomplete draft submission for your consideration. So far it represents only Home Office and NTD views, which vou will wish to balance with the political arguments.
2. As to the Recommendation, in view of the shortage of time we might pronose that Mr Pym should discuss the problem urgently with Mr Whitelaw before referring to the Prime Minister. Alternately the Prime Minister might be advised that only a temporising reply can be given at this stage.
