1. In your minute of 16 February you asked for two or three. talking points on the Nationality Act that you could include in a letter to Lord Geddes.

2.

I suggest the following:

'Quite convinced that Act was not an attempt to distance HMG from Hong Kong'

'Regret British (Hong Kong) Citizen could not be accepted for use in passports. Legal advice was that must use description in Act. 'British Dependent Territories' Citizen' is an improvement on CBDT. Passport will have same cover.

'Act is now passed and one therefore has to live with it.

It will of course not mean any diminution in HMG's consular protection of BDTCs.'
