4. Mr Raison referred to the problems of employment and housing in the UK. It was firm Government policy to avoid taking any more Vietnamese refugees apart from family reunion cases and boat rescues.

5. Sir J Cater referred to the seasonal fluctuations in arrivals of refugees and said that a most difficult situation would arise if there were a marked increase in numbers which was not large enough to appear to world opinion as a major crisis.

Mr Raison said that cooperation with Hong Kong was good but they would be looking for further help. Sir J Cater referred to the relatively new problem of drugs from Bangkok arriving in Hong Kong via China..
