way as those of Hong Kong. In general, the Green Paper proposes that the same provisions should be made for all dependent territories. There would, however, be one exception in relation to Gibraltar. Gibraltarians are at present accepted as UK Nationals for European Community purposes and it is expected that they would continue to be so accepted if they became British Overseas citizens. I should emphasise that only in respect of the European Community would there be any distinctions between the treatment accorded to, the inhabitants of different dependent territories.
