I agree with your conclusions and with the course of
action you suggest in your letter of 8 June to John
Biffen about the proposed Bill to enable Falkland
Islanders to acquire British citizenship.
There is one additional consideration.
I wonder
whether we could also make any arrangements that may be
necessary to ensure that the full ten minutes is taken
up with discussion of the situation of the Falkland
will Islanders. This should not be difficult and it would
preclude the possibility of widening the debate by the
mention of other Dependencies which, particularly in
the case of Hong Kong, we shall wish to avoid.
