You will have seen UKMIS Geneva telegram no. 2′ to
Hong Kong and our telegram no. 5 in reply, dated 8 and 11 October
respectively, since both were copied to the FCO. The
investigation referred to in paragraph 2 of our telegram has been
completed and I attach a copy of David Jeaffreson's letter of
8 November to Mrs Lasan, Charge de Mission here.
2.
David's letter deals with all the allegations made by
the UNHCR but you will note that the investigation into them was
severely handicapped by the way in which Mrs Lasan handled the
problem.
It would have been much easier had we been informed of
the complaints immediately.
