Government, a large number of urban educated youths have moved to the remote provinces to help with development work. In the last five years Shihezi Municipality has developed into a reasonably modern city, with quite a number of factor- ies producing cotton, sugar, paper and carpets for the domes- tic markets. Most of the local residents are of Han

nationality. Traveller said the standard of living for local workers as compared to those in other parts of China is good. An average worker earns about RB 100 per month and commodity prices are low. In recent years some foreign businessmen have been attracted to invest in agriculture and husbandry.
