The rectification campaign, to be started in the
second half of next year, would exclude all Party members who could not meet the strict political criteria drawn up by the last Party Congress in September. Observers held that Beijing had been chosen as a place to test the campaign because of the serious problems the Party was facing there. DUAN reported that according to a recent survey of 3,685 Party cells in the capital, less than 30% could be termed 'advanced', 60% were adequate and the remainder were either totally or partially 'paralysed'. Some of the reasons for this 'paralysis' cited by DUAN were the lack of 'unity' among the leaders, the fact that these Party cells did not have a 'correct ideological line' or that they did not carry out decisions made by their superiors. DUAN stressed that such a situation was 'harmful to the prestige of the Party among the population' and 'would affect the belief of the people in socialism'. In his speech at the opening of the Congress on 6th November, Xinhua quoted DUAN as saying that since only 22% of Beijing's present cadres had attended colleges or had had an equal education, it was necessary to improve all cadres' level of marxist theory, professional, cultural and scientific knowledge as well as their admin- istrative ability to serve China's modernisation drive in building socialism. "There are talented people in all walks of life in Beijing", DUAN said, "we should liberate our thinking, take a broad view and be good at discovering talent".
