The National People's Congress (NPC) will open its
annual meeting on 26th November, Xinhua said today.

The session is expected to pass a new Constitution reviving the lapsed post of State Chairman, or President, although the Prime Minister, ZHAO Ziyang, has said the job will not be filled until late next year.

The NPC, normally in session for about two weeks,
will also hear a report by ZHAO on the work of the Government.
Diplomats said this could give details of a long-overdue
five-year State economic plan. The plan is supposed to run from 1981 to 1985, although the first two years are now
nearly over.

The official agency said the date for the NPC, the 5th session of the 5th NPC appointed under ex-Chairman HUA Guofeng in 1978, was decided at a meeting of its Standing Committee today in Beijing. It gave no further details.
Comment: The above announcement was made at the 25th
Session of the NPC Standing Committee, which deals with the day-to-day administration of State affairs. The Session also heard reports on several draft laws and considered several draft decisions. XI Zhongxun, a Vice Chairman of the NFC Standing Committee and Chairman of its Legislative Affairs Committee said that the new State Constitution will make important new stipulations concerning the structure of the State.
