Hong Kong on 13 October he agreed that the law contravened the Covenant. However, he was unable to offer any hope that the Hong Kong Government would accept amendments of the kind which would be needed to remedy the breach. In particular he considered that it would be unacceptable to allow any recourse by an imprisoned refugee to an independent court or tribunal which would have any power to order his release if it thought that his imprison- ment was unlawful. Yet this is required by Article 9 of the Covenant. He saw less difficulty, however, about amending the prison rules, at least in order to remove some of their worst features.

The opening words of the following sentence would then need some editorial amendments.
