Dear Mr. Whitney,

I am writing to you to seek your assistance with reference to a letter from Mrs. F.B. Burgess, which I under- stand was copied to you on 30 September, 1982. Your assistant informed me on the telephone today that she believed you had received the letter and that you may be able to provide the help I am seeking.

Obviously if the remarks allegedly made by a Mr. Barry Stephens to which Mrs. Burgess refers are accurate, we in this office would be most concerned. Even though the region indicated in the programme would have been outside Hong Kong's territorial waters, the statements attributed to Hong Kong police personnel require our looking into the matter.

I would assist us a good deal if you could provide us with a transcript of the telephone conversation with Mr. Stephens so that we can see exactly what he said. Naturally we will be trying to contact Mr. Stopaens as well to enlist his help.

In the meantime, thank you for your assistance and I look forward to hearing from you soon.

RC/ct

Yours sincerely,

Ross Clarks
