The Marine Officer nominated by the Marine Dept. to survey a particular vessel which is to be removed from HK waters will assess whether or not, in the light of the prevailing weather conditions, expected weather conditions, and the condition of the vessel, it could be reasonably expected to make a safe landfall at a place other than Hong Kong or the People's Republic of China (other than PRC vessels). His decision on this matter will be a definite yes or no conveyed to the field commander in writing at the scene,

Delay
If there is a delay between the time that a decision is made to remove a vessel from Hong Kong, and the actual execution of that decision by reason of weather, sickness or repair to the vessel etc., then throughout this period. the occupants will be detained at a place designated by Colony Polmil and will not be allowed access to their
vessel;
Review
Notwithstanding any advice or decision by any other person, it shall be the commanding officer of the Royal Navy Patrol Craft designated to tow the vessel into international waters who shall make the final decision as to whether or not to take that action, he will review that decision in the light of any changing circumstances up until the vessel has actually been released;
