C. Not all refugees have settled successfully in the
UK, and it cannot be assumed that additional ones
would, especially if they do not have family
members already in the UK.
Recommendation
5. The introduction of even a small new quota for refugees
from Hong Kong would be a major contribution to UK/Hong Kong
relations at a time of political sensitivity. Failing that,
option (b) should be followed.
