As you will be aware, when the Prime Minister visited
1. China last month, she and the Chinese leaders agreed that following her visit talks on the future of Hong Kong should take place through diplomatic channels with the common aim of maintaining the prospects and stability of Hong Kong. Subse- quently, the Prime Minister has asked for proposals on gestures that might be made to Hong Kong to sustain confidence in Hong Kong during the period of the talks by demonstrating HMG's continuing commitment to the Territory and our readiness to give it practical help.

One of the obvious areas for consideration is Vietnamese refugees, which as you know are now causing considerable concern in Hong Kong. I enclose a draft note on this, which I propose to include in a paper for No 10 on possible gestures to Hong Kong, and would be grateful for any comments or suggestions that you may have on it, is possible by 1 November.

I am copying this letter to Mrs Lee at Queen Anne's Gate, as she may wish to comment also from the point of view of resettling the refugees in the UK.
