Information from Vietnamese Refugees L/Ms 1795 and 181

I attach seven copies of a report on the availability in Vietnam of boats which may be used by refugees. This information was obtained from the masters of L/M 1795 and L/M 1813.
2.
The government's new policy towards the fishing communes whereby boats are being returned to their owners has been confirmed by other recent arrivals. It has yet to be seen whether this change in policy will mean a relaxation in the security of vessels, leading to an increase in the number of escape attempts.
