mv. "Poyang" and "City of Edinburgh

We discussed the case of the mv "Poyang", and the 26

Vietnamese refugees from it remaining here when we met in Geneva.

2.

On 29 October the Charge de Mission of the UNHCR's

Hong Kong Office convened one of her periodic meetings to review

progress on resettlement of refugees. These meetings, which senior

representatives of the main Consulates and Commissions involved in*

refugee resettlement attend, are an opportunity for the UNHCR and

the Hong Kong Government to monitor arrivals and departures of

refugees in Hong Kong, and most important of all, to press the

representatives present to do more.

During these meetings progress on resettlement of "ship

rescue" cases is reviewed case by case. The "Poyang" cases are the second largest outstanding group of "ship rescue" refugees pending

resettlement overseas.

(The largest group - the "City of Edinburgh"

is referred to below.) Under the policy we introduced 18 months

ago, refugees rescued at sea are given temporary asylum here under guarantee of resettlement by the "flag" country of the vessel

concerned

or in the case of a flag of convenience, under the DISERO scheme operated by the UNHCR. Because of the problems encountered /
