It has come to our notice, by an indirect route, that work is being done in Hong Kong on a draft operational order entitled 'Opposed Towing of Craft'. I know that this is sort of hypothetical situation that it is sensible to make preparations for, but I would be grateful for an assurance that you are not actually considering introducing any such policy now, and that you would consult us at a very early stage should this ever be considered. In addition to the legal implications, I am sure you can imagine the sort of political issues that any proposals on these lines would raise.
