Possible Chinese Accession to the Convention
and Protocol on the Status of Refugees
Denis McNamara of UNHCR here drew my attention to an item in the NCNA bulletin of 24 August saying that the 24th session of the 5th NPC Standing Committee adopted a resolution on "China's participation in the 'convention relating to the status of refugees' and the 'protocol relating to the status of refugees.'" The NCNA item mentions reservations about parts of articles 14 and 16 of the Convention and article 4 of the Protocol. The South China Morning Post subsequently picked up the story.

The NCNA item does not indicate whether the resolution recommends that the Chinese Government accede to the Convention and Protocol. Formally speaking it is for UNHCR to seek clarification of Chinese intentions, but if you had any details of the wording of the resolution, or any other relevant information, I should be most interested to hear them.
