1. When we discussed Hong Kong registered shipping last week, it was suggested we might consider M V Hupeh separately from M V Poyang since with the former at least there was a guarantee of resettlement issued by us to a third country.

2. You thought we should first discover more details about the 15 refugees still unresettled from this ship; and I have since discovered that Manila did send us a copy of the letter they had received from the Philippines UNHCR office which lists the five family groups in question. I enclose a copy.

3. If you would like us to go back to Manila for any further details just let me know. We should of course be most interested to learn of any consideration which could be given to receiving these fifteen.
