On 10 August 1982, the Commissioner of Police undertook to give a report to the Council on the involvement of illegal immigrants and young people in crime. This memorandum contains an assessment on the first aspect, viz. the involvement of Illegal Recent Arrivals in crime based on reported crime for the period July 1981 to June 1982.
Definitions

For the purpose of this memorandum an Illegal Recent Arrival is defined as any person who has entered Hong Kong illegally since 1 January 1978. This includes, as a sub-group, Illegal Evaders i.e. any person who entered Hong Kong illegally since 1 January 1981. The definition of Illegal Evader is marginally inaccurate as Operation Champion commenced on 24 October 1980, but this variation in dates does not affect the conclusions reached.
