Further to Cambridge's (MVD) letter GVV VIET 243/2 of 11 August, I am writing to let you know that we have persuaded the Home Office to take a preliminary look at the fifteen refugees listed in Hay-Edie's letter of 23 March to your Ambassador.

2. There is still some legal debate about the extent to which the guarantee we issued in Manila on Hong Kong's behalf commits us to taking these residual refugees if Hong Kong concludes that it is unable to do so. Meanwhile, we agreed at our meeting with
Home Office officials that we would try to obtain more details about these fifteen than we have available in the UNHCR letter.
3. I should be grateful, therefore, if you could discover in each
case: -
a) Is the refugee married? What is the spouse's name, date of birth, sex and present address?
b) Are there any further children in the family unit as well? Again, names, date of birth, sex and present address.
c) In the case of the unaccompanied refugees: full details of parents, all siblings and spouse and children as appropriate.
d)
Do any of the refugees have any aged parents/grandparents in Vietnam who are without other children from whom they can seek assistance?
4. You should do your best, of course, to avoid raising any unnecessary hopes among the refugees, but I hope that you would be able to discover a fair amount of the above information from local UNHCR officials.
