Members are asked to advise whether

the Immigration (Amendment) Bill 1982, should be introduced into the Legislative Council with the proposal that it should pass through all stages in one meeting;

subject to the enactment of the Immigration (Amendment) Bill 1982, and to the provision of the necessary financial resources by the Finance Committee of the Legislative Council, the closed camps organised along the lines summarised in paragraph 36 above should be set up; and

those to be detained shold not include refugees already here who have technically not yet been landed (paragraph 9).
